This dashboard provides interactive data visualizations of the local fiscal performance based on the indicators from the LGU Fiscal Sustainability Scorecard (LGU FSS) and the Local Government Financial Performance Monitoring System (LGFPMS), which serves as BLGF’s evaluation and assessment tools for LGUs.
The LGU FSS shall consist of two (2) indicators: (i) Financial (Quantitative) Indicators which shall constitute 90% of the total score, and the (ii) Non-Financial (Qualitative) indicators which shall constitute the remaining 10%. There shall be six rating levels on the consolidated weighted scores from all performance indicators using the following final rating scheme:
- Excellent
- Very Good
- Good
- Average
- Needs Improvement
- Poor
There are three (3) key results areas (KRAs) for Financial Indicators: (i) Revenue Generation Capacity; (ii) Local Collection Growth; and (iii) Expenditure Management. For Non-Financial Indicators, the focus is on the reportorial compliance of local treasurers and assessors on the submission of: (i) electronic Statement of Receipts and Expenditures (eSRE); (ii) Schedule of Market Values (SMV); and (iii) Quarterly Report on Real Property Assessment (QRRPA).
The LGFPMS, on the other hand, looks into the overall fiscal performance of LGUs according to four (4) basic typologies using the combined financial performance indicators and service delivery indicators to describe the profile of the LGU revenue and expenditure patterns, as follows:
- Type 1: Good Revenue; Good Expenditure
- Type 2: Good Revenue; Poor Expenditure
- Type 3: Poor Revenue; Good Expenditure
- Type 4: Poor Revenue; Poor Expenditure
